Government Cow Pies

If you grew up in a rural town like I did, you may be familiar with a lottery type game called "Cow Pie Bingo". For those of you who grew up in a more sophisticated setting, I'll explain:

Cow Pie Bingo is set up by marking out a grid of squares or rectangles on an enclosed pasture. The grid cells are then numbered, and chances are sold on each cell. A cow is then let loose in the pasture, and whatever cell the cow drops his first cow pie in, dermines the winner.

Why does this matter? Because the federal government is playing Cow Pie Bingo with your life and your wealth. The problem is, they didn't like the original odds of the game... so they're dropping cow pies everywhere, and the stench is becoming unbearable.
